Caring For Special Populations
Welcome to the Special Population Section. Special Populations refer to adults with developmental disabilities and infants, children and young adults with multiple handicaps and complex medical problems.
Services and supports for individuals with special needs are provided in a variety of settings, based on individual needs, which will vary according to age and level of mental retardation.
In 1971, an amendment to the Social Security Act was passed and enacted into law that established special facilities financed with federal dollars. These facilities are called Intermediate Care Facilities for the Mentally Retarded or ICFs/MR.
In addition to ICFs/MR, Skilled Pediatric Facilities provide care for infants, children and young adults with multiple handicaps and complex medical problems.
Since 1971, other settings, such as Community-Integrated Living Arrangements (CILAs) have been created that also provide services and supports and promote independence for individuals with developmental disabilities.
In this section we will provide some general information regarding what is available in Illinois.
