Board of Directors

IHCA is governed by a Board of Directors comprised of 13 members who serve as the policy-making body of the Association. Board members chair IHCA standing committees and constituency steering committees, which oversee specific IHCA issues. Each member of the Board of Directors is elected by the IHCA membership.


Rhonda Luther

President – Rhonda Luther
Chief Operating Officer • Imboden Creek Health Services • Decatur, IL

Early in her career, Rhonda Luther spent time as both an elder abuse investigator and a hospital discharge planner. She later joined the provider side of long term care by becoming a nursing home administrator. In 1994 she went to work for Imboden Creek Living Center and shortly thereafter became a member of IHCA. In 2004 she became the Chief Operating Officer of Imboden Creek Health Services. Throughout her career, Luther has taken her leadership responsibilities very seriously and she has always been a very active member of the association. She has served on and acted as chair for several IHCA committees. She joined the IHCA Board of Directors in 2010, was appointed as the Secretary of the Board in 2013 and then as Vice President of the Board in 2015. She was recognized as one of Provider magazine's "20 to Watch" in 2013 and was a member of the AHCA/NCAL Future Leaders class of 2014. 


Tom Annarella

Vice President – Thomas Annarella
Administrator • Valley Hi Nursing and Rehab • Woodstock, IL

Tom Annarella has been a dedicated member of the long term care profession for more than a decade. He currently serves as the administrator of Valley Hi Nursing and Rehab in Woodstock, IL—a county owned facility. For most of his career he has been a member of IHCA, serving on various committees including the Nursing Facility Constituency Steering Committee, which he currently chairs, and the Administration and Finance Committee. Mr. Annarella joined the IHCA Board of Directors in 2011. He has been recognized as one of Provider magazine's "20 to Watch" and has completed the AHCA/NCAL Future Leaders program. He is currently the chair of IHCA's Illinois Leaders program.


Secretary – Steve Miller
Owner • Bridgemark Healthcare • St. Louis, MO

Stephen Miller has owned and operated Bridgemark Healthcare, LLC since 2001. In that time, the company has grown from three intermediate care facilities (ICFs) to 13 long term care communities, 11 of which are located in Illinois.In the decade prior to starting Bridgemark Mr. Miller acquired and sold one nursing facility in St. Louis and held senior management positions with three long term care multi-facility groups. He regularly participates in advocacy work both in Springfield and in Washington D.C. He has served on several association committees, including the IHCA Public Policy Committee, Nursing Facility Constituency Committee, the Administration/Finance & Operations Committee and the Political Action Committee.


Treasurer – Sam Thompson
President • Southgate Nursing & Rehabilitation Center • Metropolis, IL

Sam Thompson has been a member of the long term care profession since the early 90s, working in various capacities. He is currently the President and CEO of Southgate Health Care Center in Metropolis. He also serves on the board of NHRMA Mutual and MPIC Professional Liability Insurance Company and has a lengthy and active history within IHCA as well. Mr. Thompson currently acts as the Treasurer of the IHCA Board of Directors, a position he previously held from 1995 to 2005.


Immediate Past President – John Vrba
CEO • Burgess Square Healthcare & Rehabilitation Centre • Westmont, IL

IHCA President John Vrba has more than 20 years of experience in long term care. After working his way up through the ranks with HCR ManorCare, obtaining both the Eagle Award and Presidents Award, he moved on to purchase, and operate, Burgess Square Healthcare & Rehabilitation Centre in Westmont, IL in 2008. Over the years Mr. Vrba has been a very active member of IHCA, serving on a variety of committees and task force groups, as well as participating in member events and educational opportunities. He has been a member of the IHCA Board of Directors for more than 10 years.


Nursing Facility Independent Owner Vice President – Scott Stout
Owner • WLC Management Firm, LLC •  Harrisburg, IL

Scott Stout has been working in long term care since his early 20s, starting out as the business office manager in a local skilled nursing center. He quickly discovered a love for the profession and taking care of people. After later being promoted to administrator of Enfield Healthcare Center, he stayed with the organization for several years and worked his way through the ranks, eventually being named as the regional director of operations for 12 long term care facilities. Prior to becoming owner and operator of WLC Management firm, LLC, Scott worked for RDK Management for a number of years. He is an active member of the IHCA serving on several committees.


Nursing Facility Multi-Facility Vice President – Greg Wilson
Vice President of Operations • Petersen Health Care • Peoria, IL

Greg Wilson has been involved in the long term care profession for more than 25 years. Prior to joining Petersen Health Care in 2000, he worked in medical supply sales and management. He has held several positions with Petersen in the nearly 15 years that he has been with the company before moving on to his current position as Vice President of Operations. Mr. Wilson has previously served on several IHCA committees and was a member of the Board of Directors from 2008 to 2011. He rejoined the Nursing Facility Constituency Steering Committee in 2013 and was elected to once again serve on the Board of Directors.


Nursing Facility Non-Proprietary Vice President – Gerald Harman
CEO • Faith Countryside Homes • Highland, IL

Gerald Harman has more than 20 years of experience as a licensed nursing home administrator, and served as a hospital CEO for more than 25 years prior to joining long term care. He also served as the chairman of the Illinois Hospital Association and the Metropolitan St. Louis Hospital Association in the past. Harman became CEO of Faith Countryside Homes, a not-for-profit organization, in 2004. They offer a full range of care options, including independent living apartments, assisted living care and long term care. As the Nursing Facility Non-Proprietary Vice President, Harman will represent the interests of IHCA members in the not-for-profit sector. 


ID/DD Representative/CDDACS President – Michael Bibo
Director of Public Policy • LTC Support Services, LLC/RFMS, Inc. • Galesburg, IL

Michael Bibo brings a wealth of information to the IHCA Board of Directors. He has more than 37 years of experience in long term care, dealing with both skilled nursing facilities and programs and facilities for the intellectually/developmentally disabled. Throughout his career he has been a proactive member of the profession and a strong advocate for those that they serve, helping to shape the development of policies at local, state and federal levels. He has served on a number of Illinois state regulatory agencies advisory committees, as well as committees within IHCA. He has been a member of the Board for more than 10 years and has been leading The Center for Developmental Disabilities and Community Supports (CDDACS) since its inception in 2008.


ID/DD Representative – Ron Messner
Executive Director • Apostolic Christian Timber Ridge • Morton, IL

Ron Messner has a Master’s Degree in Social Work and is a Licensed Clinical Social Worker as well as a Licensed Nursing Home Administrator. During his time at Apostolic Christian Timber Ridge, he has also taken on additional responsibilities at the state level. Messner has served on the Quality Committee of the Statewide Advisory Council. He is also the agency representative to the North Central Network Advisory Committee of the Illinois Department of Human Services. Messner has been active in IHCA for many years. He served as the first Chapter President for the first Special Populations Chapter and began serving on the ID/DD Constituency Steering Committee when it was established by the association. Messner currently serves as the Vice President of the Center for Developmental Disabilities and Community Supports (The Center) and has served in that position since its inception.


Assisted Living First Vice President – Brian Perry
Assistant Vice President of Government Relations • HCR ManorCare • Chicago, IL

Brian has spent his entire career in health care-related public policy. A graduate of Indiana University, his first job was with the Indiana State Legislature. From there, he worked as the reimbursement director of the Indiana Health Care Association, followed by six years as the Regional Director of Government Relations for Golden Living. He now directs the political engagement and public policy strategy for HCR ManorCare at the federal, state and local levels, representing the organization in front of key government officials while directing the company’s PAC and grassroots initiatives. He joined the IHCA Board of Directors in 2015.


Associate/Individual Member First Vice President – Andrew Cutler
Managing Director • FGMK, LLC • Chicago, IL

Andrew Cutler is the managing director for FGMK, LLC where he specializes in resolving operational, reimbursement and regulatory issues for health care providers across the continuum of care. He puts his expertise to work for his clients, advising health care providers on repositions, buy-sell agreements and operational systems analysis. He is also an authority on Medicare and Medicaid reimbursement systems fraud and abuse, regulatory compliance, health care accounting and contract negotiations. He received his B.A. from the University of Illinois in Political Science; has authored articles for prominent trade magazines and journals and is involved in several organizations including American Institute of Certified Public Accountants, and the Illinois CPA Society. He is a longtime, active member of IHCA who has served on several committees over the years.


 

LTCNA Representative – Stephanie Green
Regional Director of Operations • Covenant Care • Illinois

Stephanie Green has more than 30 years’ experience in long term care. She began her career in the profession as a CNA, and subsequently moved on to become a nurse. She has held positions as a charge nurse, a supervising nurse and a director of nursing. For the past 7 years she has been putting her knowledge and experience to good use working for Covenant Care. In her current position as Regional Director of Clinical Operations for Illinois and Nebraska, she works with Covenant Care’s various facilities in her region to manage and improve upon their clinical practices. Green has been a member of LTCNA for more than 20 years and has been very active in the organization.
