Independent Owner Policy

An "Independent Owner Facility" is defined as an individual or organization having financial interest and/or management control of three or fewer facilities.

Multi-Facility Policy

A "Multi-Facility" is defined as an individual or organization having financial interest and/or management control of four or more facilities.

Common Ownership Policy

Associate Membership

An entity that owns, manages or controls long-term care facilities/programs that are eligible for full membership is only eligible for associate membership if all of the long-term care facilities/programs related to it by ownership, management, or control are full members of the association.

In no event shall a member terminate membership in one category and retain membership in another membership category if such termination results in reduced membership dues.

Full Membership

Any person, limited partnership, general partnership, association, trust corporation, or any combination thereof, or any other type, form, or style of business entity, which owns the controlling interest in more than one long-term care facility, licensed by the Illinois Department of Public Health or its successor or facility or program licensed by the Department of Mental Health and Developmental Disabilities or its successor, or has the power to control, directly or indirectly, the operations of more than one such facility or program, whether such control can be exercised personally or through any other person or entity, must, if any one of the said facilities or programs is or desires to become a member of the Association, pay dues for that facility or program based upon the total number of beds in all facilities or programs so owned or controlled.

Facilities that meet the definition requirements of multi-facility membership are allowed a maximum of two years from the date of the initial facility's application to file applications for membership for all facilities so owned or controlled under this policy.

Any facility which is a member of the Association and is one of a number of facilities so owned or controlled and which fails, neglects to pay the dues as required by this policy, shall have its membership cancelled.

Any facility seeking to become a member of the Association and which is one of a number of facilities so owned or controlled and which will not or does not pay the dues as required by this policy, shall not be accepted as a member of the Association.

Any facility whose membership is cancelled or whose application is refused for failure to comply with this policy may, within 10 days from notification of such action, request, in writing, an opportunity to appear before the Board of the Association and explain why this policy does not apply to it, and why the cancellation or refusal was in error.
